I am not an insurance agent, but I did get a quote for flood insurance last week and it was more affordable than I expected. On one of the flood posts, there is contact info. for four local agents. I suggest you try one of them to get a quote. It should be free and the agent can give you a better idea of what’s covered and what the actual risk is in Kent.
